In the 1980s a more pragmatic Labor Party emerged. It had learnt the lessons of earlier times, was better disciplined and less ideological. Working with the unions through an economic accord, the Hawke and Keating governments managed to win five elections in a row, the only time in the century that Labor had managed to win more than two.

Although this system favours the largest party groupings and tends to produce governments with partisan majorities in the House, it can create distortions in the representation of the vote. Parties can win a majority of seats with well short of a majority of votes. And in 1954 Labor won 50 per cent of the primary vote but did not win the election, much of its vote being tied up in large majorities in safe electoral districts. By contrast, in 1989 the Labor Party won less than 40 per cent of the primary vote but won a majority of seats by being the beneficiary of the second preferences of minor party voters.
